The County occupies only 4.25km but its governed area involves 3269km2. This project is initiated on basis of tragedy-5.12 Wenchuan earthquake. In accordance with guiding the restoration of Qingchuan county after damaged attack from earthquake and solving basic living needs of residents in Qingchuan county, this particular master planning was finished. Planning concept located this county as an administrative, cultural center of Qingchuan county which included some functions like ecology and the commercial. Based on necessary evaluations towards the research for urban ecological security and emergency shelter for avoiding disasters, we are able to offer the scientific proof for the layout of ecological security within county and categorize the county layout into a spatial structure--- one city with four areas .
